Can HIV Or Hepatitis Be Contracted Through Contact With Contaminated Blood While Placing An Intravenous Catheter?

Hello! My little girl was hospitalized for an operation. An intravenous catheter was installed to take blood samples and for treatment. Before mounting the catheter, the nurse found a cotton ball on the floor with blood on it, probably from someone else. He took the cotton pad, rubbed his fingers on it and then threw it in the trash. THen she palpated the vein of the girl and mounted the catheter. At the end, he took another cotton pad that fell down, picked it up and wiped his hands because they were dirty with blood from the child, and then he wiped the end of the catheter through which she introduced physiological serum. is it possible for the girl to get hiv or hepatitis?
