Can Osteochondritis Cause Swallowing Problem?

can osteochondritis cause problem in swallowing ? i have pain in the back of my head and the neck , sometimes it is severe sometimes it is mild pain , when i ha the severe neck and head pain , the difficulty of swallowing manifest itself severely , i have this problem for 45 days , a week ago i noticed pain in the root of my penis and the base, i dont know if it is related or not ?
