Do Bumps On Vagina With No Discharge Indicate STD?

hi, I have always had little tiny bumps on the insides of my vagina "lips" and no where else down there. they are not discolored, or have discharge or anything like that. but when I am on my period and use pads or tampons, I get a sore on one side of my vagina "lip" that hurts, and no where else. almost like its a cut but I can't shave the inside of the lip because there is no hair. Could the little tiny bumps be an STD or an allergic reaction to underwear or something?
