How Long Does Parted Finger Take To Heal?

Hi.I had my fingure a parted one month ago. The upper 1 inch part of my finger is a parted badly . the doctor refuse to fix it or re join it the reason he said it can t be reattach because it had cutted into tapper shape.. The surgeon refuse to fix it back. Now he is applying sufframycin cream.. The few skin tissues are growing back and the exposed bone is almost covered but the upper outer part of the finger is little creepy and white/red in colour is it okay to apply sufframycim continuously and how much time will it take to heal my finger permanently.? Will it regain it s length again?
