How To Cure Nose Congestion?

My boyfriend had four or five surgeries because one nostril was bigger than the other. Since than it has been the same has before and did not work any of the times. They said he cannot go under any more nose surgeries but he is still very congested. When he blows his nose nothing comes out. We have tried allergie medications, nasal and decongestion sprays, humidifiers, steaming the bathroom, vicks mentholatum rub, and even elevating him when he sleeps. Nothing helps can you?
