Is Further Operation Advisable For Full Range Movement Of The Fractured Hand?

my wife (21 year) got fractured in left hand albo on April 03, 2011 and doctor plaster it without any operation, plaster got opened on May 07, 2011 but doctor refereed for exercises only but we observe that full range of hand movement is not coming than we went for 2nd opinion but doctor said that full range might not come & suggest that never for further operation, still she is going for physiotherapy since last 15 days, some improvement is there but we still uncertain for full range, please suggest should we go further operation
