Is Missing Head Of Penis Normal In A Teenager?

Hey all, My son is 14 and he was wondering about his Penis.

He showed me it the other day and it did look different.. It's still small due to the fact he is now going through puberty.. But it looks odd.. It doesent have a head like many others, it's just a penis. No head, if you pull back the skin, you can see the inside of it. Like, under your arms skin, you have you have flesh... it looks like that.

Is the head supposed to grow in later?
Is the normal?
