Is The Tingling, Heavy Feeling Of Hands After A Displasia Removal Surgery Normal?

I am a 35 year old female with three children. I have diabetes, high blood pressure and I had surgery today on my cervix to remove moderate displasia. I only had a local anesthetic with iv sedative. the nurse was unable to get a viable port in my right hand, blew the vein and had to start over on my left hand. there was no issue with the iv insertion in the left hand. now, 12 hours after surgery, I am still experiencing a numbness and weakness in both arms, mainly in the mid forearm down to the hand. My hand is not numb but the strength is lessened and the tingling, heavy feeling is very noticeable and quite annoying. Is this something I should be concerned with?
