Suggest Alternative To Surgery For Loss Of Lumbar Spine

My mother, aged 58 yrs who is already suffering from diabetes, blood pressure, thyroid - recently detected the following 6 problems in the MRI- Lumbar report.

a. Degenerative changes of lumbar spine with loss of lumbar spine.
b. Mild retrolisthesis of L4 over L5 vertebral body.
c. Sacralisation of L5 vertebral body.
d. Moderate bulge with broad-based central and bilateral paracentral protrusion is noted of L4-5 intervertebral disc indenting the thecal sac and descending L5 nerve roots bilaterally.
e. Moderate bulge with broad-based central protrusion is noted of L3-4 intervertebral disc indenting the thecal sac.
f. Mild bulges of L1-2 and L2-3 discs

My local orthopedic doctor suggests to go for a spine surgery. Is the report/situation so bad, Do I have any other option. Can i avoid surgery.
