Suggest Treatment For A Rash On The Elbow

I have a rasied rash on the innerside of my elbow, but not in the bend of my arm thats itchy and kinda burns, but no blisters, it's starting on other arm around outside of my elbow, and I started noticing several other small bumps/welts arising at various areas on my leg. Two Drs at a clinic I went to want me to get a celiac panel, thinking it might be gluten sensitivity. but I have no other symptoms of either disorder(no gasteric problems,aches or pains).Also I have no ins. the panel is expensive. I think theyre supposed diagnosis is wrong, what else could it be?
