Suggest Treatment For Bulging Disc With Mild Stenosis

I have buldging disks at L3-L4, and L4-L5. I trained my back 5 weeks ago and after I started to feel better, I had increasing levels of pain in the anterior knee and shin. I went for 2 round of transforaminal epidural injections and the pain went from a 10 to a 3 at this point and I started physical therapy. I am 40, 6'2", 178lbs, and was extremely physically active. What are my chances of avoiding surgery. The MRI showed the bulging disc with mild stenosis.
