Suggest Treatment For Red Raised Area On Finger Nail

22 months ago a red raised area appeared on the top of my middle finger by the nail. A small circle, like a hole, appeared over the cuticle which caused the cuticle skin to die and become flaky. The rash spread back and covered the top of the finger. It itched and seeped. My dermatologist just called it dermatitis and gave me a script for fluoxethane. It took 6 months to heal after that, a full year total. Then it returned. Another tiny red raised area appeared on the finger next to it. It has not spread, does not itch, does not heal and is killing the cuticle. I was recently diagnosed with inflammatory polyarthropothy. Even on two courses of Prednisone, this area is still the same. Any ideas?
