Suggest Treatment For Tibia Stress Fracture

last june i had a stress fracture that was left untreated until the end of july, (i had started running) at that point my stress fracture had broken in two places along my tibia, i was treated with a cast, and boot then followed by physical therapy. i was non weight bearing for approx. 12 -15 weeks. i never was pain free, i went the winter following all the doctors recommedations to continue strenghtening the leg. then early spring the leg was back to feeling just as bad as the previous june, an mri revieled another stress fx. back to a boot and then cruthches along with a bone stimulator. never seemed to get better, my orthopedic sent me for another opion as what to do next. the new dr. did testing for tumor, cancer, arthritis, gout, and new mri. all appeared normal, with the mri showing the fx healed, however i am still having a ton of pain. the more i walk the more pain i have. i didn"t really get any answer as what to do next. can this pain be a normal thing, or should i be concerned something was missed.
