Suggest Treatment For Wart Like Growth On Arm

Hi...I have something on my arm that started about 2 years ago. It was itchy at the time and remember scratching it. It did eventually go away. But, it returns. It looks like a small white head; I actually thought at one time it was an in-grown hair. But, it does go away. I happen to be in Italy where one of the pharmacists gave me a type of cortisone cream to use for 10 days. I did exactly as he told me, cleaning it with peroxide, applying the cream 2x a day, and covering it with a band aid. After the 10 days I returned since it was drying out the skin around the area. He gave me another cream to use for up to a month (I don't have the tube with me and don't know what it is, but it is a brownish get with a petroleum-like smell). I have been using this gel now for about a week. I have checked photos online and cannot seem to find anything that looks like what I have. It may have been a small wart if I remember what it looked like or maybe ringworm (it is circular but not very much like the photos I have seen). At the present moment it does not itch but after going to the beach it seems that skin dried and the upper most layer flaked away. Any ideas of what this may be and what I can use to get rid of it? Thank you!!
