What Cause Mottled Legs After Getting Cold?

Hi, when im cold my legs an arms go mottled an looks awful, im not bothered about my arms, but i cannot wear a skirt or shorts without tights to cover them up, im not sure how to get rid of it, i exfoliate everyday an always moisturise, can you please help. Shaz
