What Causes A Scrab And The Related White Jelly Like Substance?

Over a week ago, I scraped my arm and it doesn't want to heal properly, every time I get a scab it falls off when I shower, it turns into this white jelly like substance, now for the past 2 days it has been open and no scab is forming, and I have a burning sensation and it's very painful, should I be concerned?
