What Causes Dry And Peeling Skin Which On Exposure Is Bloody And Watery?

Hi, I'm William. 23 years old, 6 foot 0, and 260 pounds. I have genetic keratosis pilaris as a natural skin disorder, but that isn't my current problem. The second toe's skin on my left foot is continually dry and fracturing into pieces that can be scraped off. The exposed skin is bloody and watery. How do I heal such skin?

My eyelids have a recent similar dry, flaky condition, but no blood.
What causes this and how do I treat it?
