What Causes Dry Skin On The Glans Of Penis?

I have what seems to be really dry skin (feels like a plastic layer) on my penis glans. It's smooth to the touch and there is no pain. Could this be due to dry soap? or is it more serious?

Your help with this matter will be much appreciated.
