What Causes Itching On Back And Bikini Scar?

I'm a 63 yr old woman, 5'1" 180lbs. My back & bikini scar itches like crazy, I've been to several dermatologists, no relief, keeping the back lotioned down helps, putting anti itch cream helps the bikini scar, other than that, I need to know what's causing the itching, been going on for more than 3 yrs. Any advice would be greatly appreaciated.
