The symptoms are more suggestive of atopic dermatitis. It is an allergic condition. Food restrictions would be avoiding sour spicy food, food with preservatives. As for the treatment, I need to know his age and weight before suggesting anything. He needs to be started with steroid creams and moisturisers with gentle cleansers like cetaphil. Visit a dermatologist for further management Hope this helps.
