What Causes Pain In Penis When Not Erect?

When I don't have an erection, I have a dull pain on the left side of my penis when I move the skin down or to the side. Basically, any movement of the skin will cause the pain to occur. When I'm erect, there is no pain and I can engage in sexual activity as if nothing is wrong. But when I lose the erection, the pain returns. It doesn't hurt when I urinate. It doesn't hurt when I ejaculate. It only hurts when the skin is moved. Will this heal over time or should I get this looked at?
