What Causes Pain In Toes After Exposure To Cold?

Hello Doctor,
I am currently in Germany and as you might be aware, the climatic conditions here are very cold these days. I have been living here for an year now and have been exposed to 2 winters where the temperatures have reached to -20 degrees. I have noticed that whenever I go out in the cold, after 15-20 minutes of exposure to cold, my finger nails and toe nails start aching very much. I wear 2 pairs of gloves and 2 pairs of socks but still this condition prevails. Recently, I am having pains in my right toe even while at home. This has never happened before during my stay in India or else where. Is this due to some deficiency. I need help. Thanks
