What Causes Persistent Small Red Bumps On Upper Back, Chest And Abdomen?

I am a 23 year old female who is relatively healthy. I have had persistent small red bumps on my upper back, chest, abdomen, and occasionally on the upper part of my arms. When I pop them, only some clear liquid comes out. Usually, they get itchy but not incredibly intense. I have had them over a year now. They go away and come on a day to day basis. Some days they are bad and others my skin is clear. I have tried doing everything, applying cream, using acne solutions, drinking water. I'm so frustrated with this and I really want to get rid of it as soon as possible. Also, I have no medical insurance and seeing a dermatologist isn't in my price range right now. What could this be?
