What Causes Reddish Spots On My Chest And Arms?

A few years ago I noticed red splotches on my chest & upper arms (about 10), I was told perhaps to much estrogen or pregnancy stars, they will go away. My hormones are fine & I havent been pregnant in 9 years, they havent gone away, theyve multiplied & they appear more visible after a shower.
