What Causes Shortness Of Breath, Pain In Shoulders And Neck?

I'm a software Engineer... working till late in the night usually. I'm feeling that for some reason I'm strangled and short of breath. There is slight pain shoulders/Neck. ECG is normal.... repeated 2 times in last two months. I feel that I'm chocked sometimes.

I can understand your concern.
Choking sensation, breathing difficulty, neck and shoulder pain in an young individual can be due to asthma.
So better to consult pulmonologist and get done clinical examination of respiratory system and PFT (Pulmonary Function Test).
PFT will not only diagnose asthma but it will also tell you about severity of the disease and treatment is based on severity only.
You will mostly improve with inhaled bronchodilators (formoterol or salmeterol) and inhaled corticosteroid (ICS) (budesonide or fluticasone).
Don't worry, you will be alright with all these.
