What Causes Sinus Headaches?

I have experienced sinus headaches every March for 20 years. They respond only to an analgesic with pseudoephedrine (eg, Sinus Advil). This year, the headaches started in early February and haven't gone away yet. The pain isn't awful and its always on my right side, in the brow bone over the inside corner of my right eye. Now that spring is starting, I'm also waking up with some eye crustiness. The headache responds to 1 Sinus Advil, but this is weird. I always thought it was some sort of allergy, but allergy medication doesn't make a dent in the headache. If it continues into April, I will consult a doctor. Have you heard of anything like this? I'm otherwise healthy, 57 years old, only on a statin.
