What Causes Swelling On Penis?

Hello, I ve had a swolen lump on my penis for nearly a year now, I m pretty sure it was an ingrown hair that i never full removed. When I squeeze it, it will pop, like a spot, then come back a few months later in the exact same area. It is leaving some scarring now and wondered if their is anything I can do?
