What Causes Trouble With Balance, Falling Frequently, Speaking Very Slowly And Swallowing Difficulty?

My youngest sister, age 64 has been having trouble with balance, falling frequently, speaking very slowly, having trouble swallowing. She has had CT and MRI screen for possible MS or ALS. Thankfully, these recent tests have been negative. Her symptoms continue and most doctors are baffled. Can you be of help?
