What Causes White Stuff On The Penis?

Hi, I'm 16 and I'm not sure what it is.. but I have white stuff right on the ring of the penis, and I was wondering what it was? I never had sexual intercourse, i doubt it could be an STI but I'm not sure. I would really appreciate if you'd help me so that i can stop stressing ! Thanks so much!
