What Could Itchy Bumps On Penis, Feet & Legs?

hi, i am 23, 200 lbs and in good health. i have little red bumps on my penis , they started about a month ago, they itch but not all the time, no pain. i have not had unprotected sex in over 6 months. plus i itch all over my body, mainly on wrist, feet and legs. what could this be?
