What Do Small Bumps Under The Cuticle Indicate?

I just noticed I have small bumps under my cuticle, the area is red and these bumps are raised. It is not warm to the touch, but there is a break, which frequently is in my cuticle along the right side of my nail. They bumps,begin on the right and go across to the left. It looks kind of similar to ring worm, but without the ring.
