A Doctor In A Psych Unit Stated To Me That

A doctor in a psych unit stated to me that he believed my brother had Wernicke-Korsakoff disorder however he did not write this as a diagnosis in his discharge papers (he wrote, cognitive disorder with disturbance of conduct, alcohol abuse as a secondary diagnosis). My brother has been sober for 1 year. Who can give me an actual diagnosis of this and who can help him to treat it? I am living in NYC. Right now, he doesn't want to take a bath, change his clothes or go out of the house, he is always laying down and sleeping a lot of hours. He doesn't know why. He missed his follow-up appt. with his primary medical doctor because he did not want to go. He doesn't want to leave the house. The Respiradone which the dr. prescribed finished the other day and there are no renewals. Could you please help me find out what I can and should do to help him? Note: The Respiradone did not improve his behavior at all.
