Does Blacking Out With Numb Feet Of A Diabetic During A Marathon Suggest Seizure?

Hi... I have a question in relation to type I diabetes. My sister is a type I diabetic and was diagnosed two years ago. She is now 19. Today she attempted her first half marathon. Her blood sugar was 194 before the race, she was given water every two miles and a Gatorade during the race. Unfortunately, something happened at about the 11th mile marker... she either blacked out, fainted, or had a seizure. She cannot remember falling. She remembers yelling and cussing at the other runners, which is absolutely nothing like my sister. She also said she had to stop several times because her hands and feet were unbearably numb and tingly. The EMTs at the race checked her blood sugar and it was 100 shortly after she blacked out. What would be the cause of the black out? And do you think it could have been a seizure?
