Had Headaches (constant), Equilibrium Problems, Pain Bilaterally In Both Arms

Had headaches (constant), equilibrium problems, pain bilaterally in both arms approximately 3.5 years ago and was diagnosed with severe cervical stenosis at C2 - C3, C3-C4 and spurring at C5-C6. I had already fused C4-C5 evidently from an old injury. I underwent surgery and the headaches and the other symptoms disappeared for a year until I fell and hit my head and within two weeks the similar symptoms recurred. The headaches, head pain is constant. More pain in more central and frontal extending to both temporal areas. Some days it seems as I am in a fog and have equilibrium problems. I have undergone MRI of my neck and head, multiple. CT's of my neck and head, injection in the base of my skull, spinal tap and multiple medications which has not had any impact on my symptoms. Currently I am seeing a neurologist at UT Southwestern, but no relief from the treatment she is trying. Suggestions?
