Hello, I Have Been Having A Recurring Issue Of Dry

Hello,
I have been having a recurring issue of dry skin (non-itchy) on the penile shaft,
It becomes red, then the skin becomes dry, and seems to weep some sort of sticky fluid? Very little but noticeable.
I think it could be a form of psoriasis?
Not sexually active (always use protection), just trying to figure out what it could be, I don't have time to see a dermatologist do to my work schedule, but like I said, doesn't itch, just comes and goes...
Any help would be greatly appreciated!
