Hi- Dad Had Pacemaker Put In About 6 Months Ago

Dad had pacemaker put in about 6 months ago and right away was complaining of not being able to take a deep breath but all 'checks' were fine. In last 2 weeks he is still complaining of weakness, hard to catch a deep breath and a bloatness in abdomen that feels like a rush up to his head - pressure and then an overwhelming weakness..it's like a episode, sometimes it lasts just a few minutes, sometimes longer, and comes and goes...
Can at the pacemaker cause heart failure ? Is this a BP thing, although when he takes it it's around 130/60-770 and the bpm are around 72-85
