Hi, Ever Since I Got Back From A Month-long Vacation

Hi, ever since I got back from a month-long vacation at a very hot and sunny place in Central America, I've been having this burning and itching feeling on my arms. Prior to leaving on vacation I had told my dermatologist that I had goosebump skin on my arms ever since I was little, and so she recommended me to buy Eucerin. So while I was on vacation I put the cream every day and night after I showered, even though the weather was really hot and I would end up sticky. Due to so much sun exposure I got a slight tan, but the cream had SPF 15 so I think it helped with not getting a severe sunburn. When I came back from vacation (I live in Miami, so the weather is similar but not as hot), I noticed that I was scratching my arms a lot. I also noticed that I was getting flaky skin, so I just thought it was my skin peeling due to the sunburn. However, I got a ringworm on my right arm. I hadn't been in contact with anyone with a ringworm so I don't know how I got it, but as I mentioned before I would wear cream in 95+ degree weather so I was sticky and sweaty most of the time. After a couple of weeks my arms would burn and I would get red blotchy patches from scratching so much- so after a while I tried stopping myself from scratching in order to not feel like I'm burning. Three months later and I still get really itchy and currently have red blotches, and now my legs have little red dots all over which I thought was chicken pox but they're the size of the leg pores so I'm sure it's not that. I haven't changed the way I've been eating and I'm still using the Eucerin. Is it an allergy? Eczema?
