Over The Past Few Years, I Have Begun To Make

Over the past few years, I have begun to make a snorting sound when I breathe, during the day. It's an attempt to clear my nose, which is always congested. What do you think could be causing this? I have tried over the counter allergy pills and generic Sudafed. Last Spring, I tried Flonase for a while, but quit when I developed a cough, which is one of its side effects.
