What Causes A Dry Cheek Rash With Pimples?

I have had a rash on my left cheek for 3-4 weeks now, the skin gets very dry, then some tiny pimples appear and it is redish all the time. Some days it looks better, some days it looks worse, what could it be? Could it be due to the cold in Minneapolis, or an allergy reaction to something?
