What Causes Drainage Of Blood From Rectum?

For the past two weeks whenever I defecate there is lots of bright red blood in the toilet. Doesn't matter if I defecate a little, or a lot. There is tons of bright red blood in the toilet. Its literally dripping out of my anus. If I get up without wiping its like a bloody nose, dripping all over the seat and floor. My first wipe is soaked in blood, it looks like gauze to a wound. After I've finished the bowel movement the blood stops, after I wipe there is no more bleeding. I have no pain when this happens. It also does not appear to be any blood in the actual stool itself, but this is hard to tell since the water is soaked in bright red blood so I can't really see. I am 29. This happened for about a week when I was 20, then about another week when I was 25. It going on about three weeks now.
