What Causes Itchy Bumps On Thigh?

My knees are itching and I am forced to scratch them.Some pimples and pumps appear every time they itch and the problem has been persistent for over one month.A similar itching has spread to my left thigh in one localized area. The creams I have been given by the available general physician have not helped.
