What Causes Round Shaped Brown Rash On Body?

my mother suffered a nefro problem, doctor prescribed Gabapin NT, Wysolone 20, Etova 400, Tolkem 150, last 2 no medicine start from January 14, and first two start from jan 13, npw problem is round shape brown color rash in whole body, and pletlet count come down 30000. added fever some time. Is it ITP or medicine side effect?
