What Does White Colored Bumps On Genitals After Application Of Vinegar Indicate?

hello, i saw an ingrown hair on my penis, started to freak out, and then removed it. I then read about genital warts, and did the white vinegar test, lots of very tiny white bumps appeared. I read that if you do have genital warts and apply white vinegar, the areas infected would turn white. How effective is this test?
