What Would You Consider "borderline" Hypertension? Diastolic 80-84? Systolic >120?

What would you consider "borderline" hypertension? Diastolic 80-84? Systolic >120? I am a nurse and was asked this specific question; I don't think this is really accurate. The diastolic makes a bit more sense to me, but a BP of 130/80 is entirely reasonable in the elderly, where pulse pressure usually widens; I don't think I would put my 87 year old mom on antihypertensives for that BP, especially with her cholesterol under good control (< 200 Total, LDL <100, good ratio)....
