Question: I care for a 1 year old child with red fluid filled blisters on her outer labia. She has had these for a minimum of two weeks without improvement.

From your description, it seems the child has contracted an infection with the most likely cause being of bacterial or fungal origin but hardly viral (even though possible because of her age). If the rashes have been persisting then it is probably because she has not yet been placed on an appropriate medication. You should contact a pediatrician or a antiseptic soap for her bathes.
Treatment from this point will depend on the cause. She might need oral antibiotics, topical antibiotics/steroids/antifungi etc.
