From your description, it seems to be an infected sebaceous cyst.
It develops due to blockage of the sebaceous gland. If the cyst is small and less than ½ inch, you can apply warm compresses to the area for about 30 minutes, four times daily for relief.
As the surrounding area has an infection, you will need to get antibiotics prescribed by a Physician. A surgical removal of the cyst might be needed to avoid the recurrence. You can consult a surgeon for the same.

The antibiotic needed for controlling infection is not likely to be available without a prescription. For the minor infection he has got, cefixime taken in a dosage of 200 mg twice a day for 5 days should be sufficient to control the infection. To avoid recurrence, surgical excision is recommended.
