I have had the growths on my shaft since I can remember, and the ones under my penis head have been there for the past year. I have had unprotected sex in the past, but not with many partners. Is a CO2 Laser better than freezing them off? Who do I see about that?

Unprotected sex is definitely a risk factor for acquiring HPV. HPV can remain clinically silent for years and therefore it is not possible to tell exactly, when one had acquired them.
CO 2 Laser is quick, easy and vaporizes the wart to the deepest layer and therefore I prefer it over Cryotherapy. A dermatologist would do it under local anesthesia. The laser would vaporize the wart bearing skin and leave an erosion, which would heal in about a week. You may apply a topical antibacterial ointment e.g 2% mupirocin ointment, twice daily.
