I popped them...which I know I shouldn't because they sometimes break the skin afterwards. But heel in about 2 - 4 days. It's weird because after I shave I'm fine. But like a week or 2 later when hair grows back I sometimes get these blisters

I have reviewed the attached photograph and it is due to ingrown hair.
You should use a trimmer to shave the area and keep a length of 1millimeter while shaving.
Otherwise due to ingrown hair this problem will on recurring.
Also don’t pop the pimples and use a topical antibiotic like fusidic acid cream or neosporin ointment on the affected area twice daily for 5-7 days to heal them.
