Brief Answer:
Not Advised Together

Detailed Answer:
Thank you for asking!
Cozaar is Losartan which is an antihypertensive and Cialis is Tadalafil and is PDE-5 inhibitors. Their use together is not advised as they potentiate effects of each other by pharmacodynamic synergism, that is their mechanism of actions synchronise some how to boost each others effects and that is not advised. Needs close monitoring and there is a risk for hypotension( decreased blood pressure).
I hope it helps.Consult your cardiologist for ultimate decision. Dont forget to close the discussion please.
Take care
