Can HIV Be Contracted Through Non-penetrative Sexual Activity?

Question: Hello doc

I visited massage parlour on Feb7 2016 and at the end girl did Handjob. No other sexual activity . Only hug 2 times with dress.
Can I get HIV or other std from this. Tested 4th generation eia at 4 months and 2 card method at 5 months and 5 months 10 days .
All got non reactive. How accurate it is.
Can I get HIV from handjob
Also tested for strip method for hep b . Negayive.
Further testibg is required

Sir but am getting rashes on neck hand. Its smalll un size. What may be the reason. Yestarday I cobsulted pysician. He told same like u it is not possible to contract HIV through Handjob.
He told to do complete and differential blood count test and peripheral smear test. I got eosinopilies high. That value is 14.
He told that it is due to high allergies. Am getting trouble in breathing. Some it will block.
Throat pain.
Esinophilies high is due to this problems or HIV symptoms.

And also consulted homeopathic doctor she told me that we can't find HIV upto 5 years. Is it right sir.
Is this allergies effect the HIV test I have done previous. Further testing is required
